Maintenance updates
03 Jun 2026
Notification of Planned Data Maintenance Work
Service affected:
NHSD FHIR Bulk Export, FHIR API
Details:
The NHSD has reviewed how it defines billing type information, in consultation with The Department of Health, Disability and Ageing, ADHA and others, with a view to providing more clarity for consumers and service providers and to simplify data collection processes. As a result of this review, the NHSD is proposing updates to the ValueSet and definitions it currently supports related to ServiceProvisionCode.
Summary of the proposed changes:
| Code | Display | Definition | Change proposed |
| NFE | No fee | A free service where no payment or Medicare card is required. | Defintion update |
| BBO | Bulk Billing only | Bulk Billing is offered under Medicare. | Deprecated type |
| FAP | Fees apply | Fees apply for this service. | Definition update |
| MIX | Mixed billing | Bulk billing available with conditions. Fees may apply. | Definition update |
| BB | Bulk Billing | No fee for eligible services with a Medicare card presented. | Add new type |
To support a transition period and minimise disruption, the FHIR response metadata will include an extension (see attached sample payload) indicating that the existing reference value is being deprecated and when it is due to be retired. This allows integrators to identify the change early and update their systems before the deprecated value is removed.
In addition to the new extension, the NHSD is also implementing a mapping between the “BBO” and “BB” codes, to allow integration partners to continue to use the existing code until ready to transition to the new “BB” code (transition should be completed by 30 November).
Action required:
- Check your applications/systems can cater for the information about the deprecation in the NHSD FHIR response (refer FHIR response example attached) as soon as possible.
- Integrators who use this ValueSet should review any downstream mappings, business rules, filters, or user-facing labels that rely on the existing BBO code and/or definitions.
- Migrate to the new “BB” code by 30th November 2026. After this date the “BBO” code will no longer be searchable or be included in the FHIR response.
Date of work:
Wednesday, 17 June 2026
Impact:
As a result of this change, FHIR Bulk Export integration partners should expect to see up to 7,500 updates flowing through via Delta Export files on or after 18 June 2026, dependent on when your next scheduled Delta Export file is due.

If you have any questions about these changes or encounter any issues during the maintenance period, please contact the NHSD Team via nhsd@healthdirect.org.au before COB 10 June 2026.

New service type for all NHSD products.
